If you make something into a state you can no longer steal its development. The reality is, you really only do this the first time you conquer new land. They did nerf it in the first patch I think. I've played a bit more since posting this and in practice, concentrate development isn't very impactful. These issues have remained for over 2 months and reflect that the studio does not seem them as problems. An emphasis on power creep to make a nation enjoyable to play rather than flavor or mechanics (why can’t native confederations a mechanic like the HRE?) AI France and Muscovy are extremely underpowered A reliance on mission trees for content, which the AI often cannot complete due to requirement like max force limit or happy estates. Galleys winning coastal battles against Heavies (most naval battles occur when you are by the coast blockading, not sailing the open ocean) Malayan cb that lets you vassalize all of Russia, but if you want to diplomatically vassalize an OPM you normally have to be a Great Power Pacific Islanders have better military units and national ideas than Europeans Concentrate development strips your provinces of value and encourages you to make unrealistic one province utopias Native tribes devastating all the land and settling with ridiculously high development and large armies It includes several features I disagree with including: My main concern is that Leviathan introduced problems with game design rather than just bugs. Why the DLC- PAYED CONTENT- quality is so low? Paradox really takes the fanbase for granted aren't they? and WILL THIS EVER BE FIXED? Rethoric question, of course it won't. Not even mentioning that the North-Americans LANDLOCK the entire continent, because you cant access them with exploers, again, unlike the central-americans. I never rant, but I'm actualy furious at this point. Why can they reform so fast while the central americans require an european province adjected to reform? Not to mention the realism factor, the Central-Americans were the most advanced in the continent, with an actual estabilshed state and government, unlike the northeners, so why do I have to deal with a bunch of north-american MONARCHIES in 1500? More over why could't they introduce a game mechanic that the AI can't complete so it won't fucks up every game, like the nahuatl reform? It's good and well if I play Native-American so I have a goal to complete, but the AI can't do it so it won't ruin the colonial game. I can't be the only one who thinks the North-American natives are most tedious and unrelistic thing ever introduced to the game.
